The second batch of consumption vouchers will be disbursed by instalments starting from August 7, 2022, and six Stored Value Facilities (“SVFs”), including two new platforms, will be available this time. Here are some important points about the registration and disbursement arrangements, and what you should be aware of when using electronic payment methods.

 

Stored Value Facilities

In addition to the existing four options, namely AlipayHK, Octopus, Tap & Go and WeChat Pay HK, two new platforms (BoC Pay and PayMe from HSBC) will join the scheme.

Case 1:

If you want to use the same SVF, you don’t have to register again!

Case 2:

Those who want to change their SVF have to register again!
For eligible citizens who use their existing SVF account for receiving consumption vouchers in phase II, the Government will use their existing registration record to verify their eligibility, therefore, they do not need to go through any procedure and will be disbursed with vouchers within the specified period. Eligible citizens who want to change their SVF account will need to register again through the electronic registration portal on the website of Consumption Voucher Scheme from 23 June to 23 July 2022. They may also visit one of the eight temporary service centres throughout Hong Kong and complete the registration. These centres will operate from 9am to 6pm (Monday to Saturday) during the registration period. To avoid waiting, citizens can make appointment by calling 185000.

Disbursement Arrangements

Please note that the disbursement arrangements for Octopus are different from those of the other five SVFs.

Octopus

BoC Pay, PayMe from HSBC, AlipayHK, Tap & Go and WeChat Pay HK

You may start to collect the $2,000 voucher on 7 August and again on 1 October 2022 by tapping your card on these two days. If your cumulative total eligible spending has reached $4,000 during the designated period, the final $1,000 voucher will be disbursed on the 16th day of the following month. You will receive the first $2,000 voucher on 7 August 2022 and the remaining $3,000 voucher on 1 October 2022.

Points to note about using electronic payment methods

  • Only choose reputable shopping platforms or merchants, and always check the transaction details, such as the transaction amount, carefully before confirming payment.
  • Protect the password of your SVF, never disclose it to anyone, and change it regularly.
  • Check your payment records after the transactions and review them regularly. Notify the bank or digital payment service provider immediately if there are any suspicious or unauthorised transactions.
  • If you lost your mobile phone, report to the relevant service provider immediately to suspend the account.
  • Avoid using public Wi-Fi networks. Turn off the Wi-Fi, Bluetooth or NFC function of your mobile phone when not in use.

Use your vouchers wisely

Last but not least, don’t spend your vouchers all at once after receiving them. Instead, you may make a plan beforehand. If you want to buy something expensive and use the vouchers to settle part of the payment, you should first consider whether you can really afford it or if you can settle the balance on time.
