IFEC publishes Annual Report 2025-26: Advancing public financial resilience with innovative resources and anti-financial scam initiatives

The Investor and Financial Education Council (IFEC) today published its Annual Report for the financial year 2025-26, highlighting its efforts to advance public financial literacy and scam awareness, in a bid to help build a financially resilient community in Hong Kong.

Themed “Navigating Life Through Investor and Financial Education”, the report outlines key initiatives undertaken over the past year to equip the public with the knowledge and skills needed to navigate an increasingly complex digital financial landscape. Through public education campaigns, digital resources, anti-financial scam initiatives and cross-sectoral collaboration, the IFEC expanded its outreach to a wide range of audiences.

Mr Victor Dawes, IFEC Chairman, said, "In an evolving financial environment, the IFEC remains committed to staying at the forefront of investor and financial education, driving positive attitudinal and behavioural change across the city. Through close partnerships with local and international stakeholders, we strive to empower people of all ages and backgrounds to make informed financial decisions and build a more secure future. We look forward to continuing our efforts to foster a community where financial prudence and resilience thrive.”

Key highlights of the year include:

  • Enhancing public engagement through digital and immersive learning: The IFEC FinEd Hub (the Hub), Hong Kong’s premier digital experiential learning centre for investor and financial education at The Mills in Tsuen Wan, made a positive impact on visitors, with 91% reporting improved anti-scam knowledge and 86% gaining a deeper understanding of financial management. The IFEC also unveiled a refreshed IFEC Chin Family to deepen engagement with audiences at different life stages.
  • Safeguarding wealth through anti-financial scam initiatives: In response to the growing sophistication of financial scams, the IFEC collaborated with international counterparts to support a global campaign initiated by the International Organization of Securities Commissions (IOSCO) Committee on Retail Investors, raising awareness of relationship investment scams. It also launched the new "IFEC Investment Game" at the Hub, which simulates real-life-inspired investment scams to help the public identify red flags and avoid scams with greater confidence.
  • Building cross-sectoral stakeholder partnerships: Hong Kong Money Month and the Investor and Financial Education Award presentation ceremony were held in March 2026. The IFEC, together with stakeholders across various sectors, offered diverse resources and activities for the public. A total of 61 organisations and schools received awards in recognition of their outstanding contributions to investor and financial education in Hong Kong.

Ms Dora Li, IFEC General Manager, added, "Enhancing the community’s financial literacy, resilience and financial scam awareness is essential to Hong Kong’s sustained growth as an international financial centre. The IFEC plays a pivotal role in this important mission. Looking ahead, we will continue to accelerate our digital transformation and expand our targeted education programmes, inspiring people of all ages to become financially savvy.
