IFEC Annual Report 2024-25
reveals Hong Kong’s financial literacy level on an upward trend

The Investor and Financial Education Council (IFEC) today published its Annual Report 2024-2025, reporting its work in enhancing investor and financial education in Hong Kong.

Themed “Financial Learning Shapes Your Future”, the report highlights various public education campaigns and digital-led initiatives to empower people in Hong Kong with the knowledge, attitude and skills necessary to make informed investment and financial decisions while guarding against financial fraud.

IFEC Chairman Mr Victor Dawes said, “The IFEC is motivated by the positive impact of our efforts in the community. Our latest research study, the Financial Literacy Monitor, based on a toolkit designed by the Organisation for Economic Co-operation and Development International Network on Financial Education, revealed that the overall financial literacy level in Hong Kong has been on an upward trend, reaching its highest point since its inception. The overall score for 2024 stood at 71.1 out of 100, primarily driven by a rise in the financial behaviour score, compared with 70.1 in 2022 and 69.1 in 2019. To sustain the momentum, we remained committed to delivering investor and financial education to meet the community’s increasing education needs.”

Key highlights of the year include:

  • Advancing digital investor and financial education: The IFEC FinEd Hub (the Hub), Hong Kong’s first digital experiential learning centre for investor and financial education located at The Mills in Tsuen Wan, achieved positive impact measurement results, with 90% of visitors agreeing they had enhanced their anti-financial scam knowledge with the activities provided and 84% reporting that the experience promoted positive changes in attitude and behaviour regarding financial management.
  • Empowering diverse groups through targeted initiatives: The IFEC continued to deliver various investor and financial education campaigns and resources across diverse channels, tailored to the needs of different segments while raising their awareness of financial fraud.
  • Strengthening partnerships with stakeholders: Hong Kong Money Month and the Investor and Financial Education Award (IFEA) presentation ceremony were held in March 2025. The IFEC collaborated with stakeholders across various sector to help strengthen financial resilience and raise awareness of financial fraud to the public. A total of 31 organisations and schools received IFEA awards this year for their outstanding contributions.

IFEC General Manager Ms Dora Li said, “Our mission to drive investor and financial education benefits not only individuals but also their families and the community as a whole. Over the past year, the rise of artificial intelligence and Web3 development has underscored the importance of investor and financial education. In response, we conducted research and evaluation projects to derive insights and refine our strategies, enabling us to better shape our communication approaches and digital offerings to foster positive attitudinal and behavioural changes among the Hong Kong public regarding investing and financial management.
