Programme Objectives
To address the specific needs of vulnerable individuals in our society, we invited organisations to develop investor and financial education projects which aim to:
- Help disadvantaged individuals or families in developing investor and financial education skills and habits so that they can plan for their future.
- Support vulnerable groups to build long-term financial resilience.
- Promote investor and financial education among different ethnic groups while embracing cultural diversity in money management practices.
- Motivate and drive desirable financial behaviours of vulnerable communities or groups with special learning needs.
Application for 2026-27 Programme
The Investor and Financial Education Programme for Vulnerable Groups 2026-27 aims to provide funding to eligible organisations for development and implementation of a 12-month investor and financial education project (Project) targeting vulnerable groups. The Project should focus on one of the following themes:
- Empower vulnerable groups, particularly seniors and newly-arrived tertiary students in Hong Kong, by enhancing their ability to recognise financial scams and protect themselves from becoming victims through practical strategies.
- Equip disadvantaged individuals and families with essential financial knowledge, skills, and habits through targeted support and education to strengthen their long-term financial resilience.

The project aims to support K2 to Primary 2 students with autism spectrum disorder (ASD) and their parents by fostering good financial management and enhancing their social skills.

The project aims to equip ex-offenders, prisoners and arrestees with essential money management skills and provide guidance in setting life goals through financial planning.
The Hong Kong Federation of Youth Groups
Play It Smart!
The project aims to cultivate the ability of secondary school students with SEN and individuals with mild intellectual disabilities to navigate the impacts of online technology and social media while improving their financial management and planning skills.
Tung Wah Group of Hospitals
Financial education project for grassroots older adults
The project aims to enhance the financial capabilities and fraud awareness of grassroots older adults, and to equip social workers in elderly services with the financial knowledge and essential skills to recognise financial issues.
